China sidesteps question on TikTok after Trump says close to deal

On Monday, China’s government didn’t answer directly when asked about former U.S. President Donald Trump’s recent claim that a deal has almost been made to transfer TikTok to American ownership. Trump also said that talks with China might begin early this week.
TikTok is owned by a Chinese company called ByteDance. The U.S. government has given ByteDance until September 17 to sell TikTok’s U.S. part to an American company, or the app could be banned. President Joe Biden signed a law last year that forces ByteDance to sell TikTok due to national security concerns. Although the original deadline was in January, Trump has delayed it several times.
China’s Foreign Ministry spokeswoman, Mao Ning, only said that China has clearly shared its opinion on TikTok many times before. She didn’t say anything new.
China has said in the past that the U.S. should treat Chinese businesses fairly and that deals should be made freely by companies—not forced. China has also shown it does not agree with the idea of forcing TikTok to be sold. A Chinese official said in 2023 that selling TikTok would mean sharing its important technology, like the algorithm, and that would need government approval.
TikTok’s algorithm—the system that recommends videos—is a big reason why the app is so popular. Because of that, China is unlikely to allow it to be sold easily.
In the U.S., TikTok has over 170 million active users. A study showed that more than 60% of American teens and about one-third of adults use it, whether for news, fun, or to earn money.
Last Friday, Trump told reporters that a deal for TikTok is “pretty much” done, but he’s not sure if China will approve it. He said talks could start soon with China’s President Xi or other officials, but China’s approval will likely be needed.
CNN asked TikTok and ByteDance for comments but hasn’t received a reply yet.
In late June, Trump also said a group of wealthy buyers were ready to take over TikTok but didn’t share names. A deal to move TikTok’s U.S. operations to an American company had been in the works. However, after the U.S. raised taxes on Chinese goods in April, China backed away from the deal.
Under U.S. law, ByteDance can keep only 20% ownership, and TikTok in the U.S. would not be allowed to share its data or algorithm with ByteDance.
Alex Capri, a business expert in Singapore, told CNN he doesn’t believe China will say yes to the sale especially because the algorithm is so valuable. He also said China probably won’t approve any license to export that kind of technology.
Meanwhile, a U.S. tech news site, The Information, reported that TikTok is working on a new version of the app for U.S. users. People will have to download it before the deadline, and the current version could shut down by March next year.
